I have the Porker pipe on my '98. Low end power is fine with no loss. Overall I believe the bike runs better. The baffle is welded in and not removable, but there really is no need to. It is as loud as any big twin around with drag pipes, I am even careful not to crack the throttle very much around the cops. One thing though, when you get the pipe from Highway Hawk you will have to shorten the flange end for a proper fit to the cylinder head. For some reason, even though it is made for the Savage, the flange end is about 1/2" to long, this was easily rectified with a hacksaw and using the same measurments as the stock headpipe. I will send you a pic of mine so you can see how good it looks on your Savage.
